To get that device, you would need to either finish the main story (the Free Worlds campaign or in the future, also the Navy campaign), or wait for some alien ships in Polaris and plunder their Jump Drive. You need to replace or add alongside your Hyperdrive a Jump Drive which will enable you to reach to those systems.
